I was unable to locate any information through the BBB about Shopper Systems. Though there are bona fide mystery shopping firms out there, the majority of them are scams. When looking into these types of companies, you should be aware that there is no need for you to pay a company to become employed. Unfortunately, most times when you pay upfront fees for something you probably won't get that money back. Also, if you receive any unsolicited emails promising high pay with little or no experience needed, it's probably a scam.

You can find a multitude of legitimate mystery shopping companies through the Mystery Shopping Provider's Association (MSPA) or Jobslinger (www.jobslinger.com). Both sites have job postings by reputable companies.
Shopper Systems claims to give people training to start off shopping for a fee. The first rule of mystery shopping is not to pay to be a shopper, see available mystery shops, or register with a company. Also, what Erin said is true - if you receive an unsolicited email, it is likely a scam.
